Dr. McGowan is the Dean of the College of Science and Mathematics and a Professor in the Department of Chemistry.

He received a BS in Chemistry in 1973 from Lamar University in Beaumont, Texas.  He received a MS in 1976 and a PhD in 1979 both in Analytical Chemistry from Iowa State University in Ames, Iowa.

He was a faculty member in the Department of Chemistry at Tennessee Technological University from 1978 to 1997.  He was Chairman of that Department from 1992 to 1997.

He began his tenure as Dean at Southeast in 1997.
